Abbreviated Reception
Program
for Youth with AODA issues
The Division announced that Lincoln Hills Boys School (LHS) began offering an Abbreviated Reception Program which targets juvenile males ages ten through seventeen with Alcohol and Other Drug Abuse (AODA) issues and treatment needs. The Abbreviated Reception Program shortens the length of the initial Assessment and Evaluation phase of programming to three days, on the condition that the county has provided the information listed below prior to admission and has followed the process for screening and placement in this program.
The AODA Abbreviated Reception Program at Lincoln Hills School serves juvenile males meeting statutory criteria for correctional supervision under s. 938.34 (4m). Youth must have a commitment of not less than six months. This is not a direct commitment alternative.
The Process for Placement in the AODA Abbreviated Reception Program is as follows:
√ An AODA Assessment with a diagnosis of chemical dependency or abuse
√ A copy of the Court Report that includes a social history;
√ Educational, medical, and mental health records. Educational records includes transcript, cumulative records, immunization records, and special education documentation (current M-Team evaluation and Individual Education Plan) and signed consent forms for evaluation and placement (LHS may assist in obtaining these records);
√ A transition plan (may be completed at the first JPRC);
√ A Family-Home Assessment (may be completed at the first JPRC).
Once the required materials and documents are received and reviewed by Lincoln Hills staff, the youth may be placed into Rogers Reception Program. He will spend no more than three working days in the reception program. During those three days, he will receive basic orientation on the institution rules, behavior expectations, clothing, schedules, etc. Youth may also be orientated to the assigned AODA program to begin AODA work during that time period. Youth will concurrently be placed in school. If necessary, educational testing will be completed in Rogers Reception.
Prior to physically transferring the youth to AODA, a document will be prepared stating that all reports/documents were received and that LHS is accepting the information as the Assessment and Evaluation Report (AER). Mr. Crevier will schedule the first JPRC within 30 days and complete a current Status Report for review at the first JPRC. The duration of the AODA program is no less than 16 weeks, so another JPRC will be held prior to discharge.
The program is only available to AODA youth that have had a recent assessment. Each youth will have clearly defined expectations for progress and completion. Information on the youth’s adjustment to the program will continue to be shared on a regular basis with the court, the family, and the county. If problems are evident regarding a placement in the program, the county will be notified for further decision-making.

Division administrators and staff hope this Abbreviated Reception Program for delinquent boys with AODA Treatment needs meets recent requests by counties for streamlined programming in the juvenile correctional institutions.
