Secretary Frank appoints new Warden at Racine Correctional Institution

Robert Humphreys, Deputy Warden at Columbia, to take helm at medium-security prison this month

(MADISON) – Wisconsin Department of Corrections (DOC) Secretary Matthew Frank today announced that Robert Humphreys has been appointed to be the new Warden of the Racine Correctional Institution (RCI). The appointment takes effect Dec. 25.

“Robert Humphreys is experienced and dedicated and will be a strong leader at the Racine Correctional Institution,” Secretary Frank said. “With a career in Wisconsin corrections spanning 25 years, he has extensive knowledge working in both medium- and maximum-security institutions. I am very pleased to announce this appointment.”

Humphreys is currently the Deputy Warden at Columbia Correctional Institution (CCI), a maximum-security prison in Portage that includes more than 800 inmates. RCI, a medium-security prison in Racine, includes more than 1,500 inmates and is one of the largest prisons in the DOC.

Humphreys joined corrections in 1980 as a Correctional Officer at Kettle Moraine Correctional Institution (KMCI) and transferred to the Oshkosh Correctional Institution (OSCI) in 1986. He became a Social Worker in 1990 and was promoted to Classification Specialist at Dodge Correctional Institution (DCI) in 1994. In 1997, he was promoted to Unit Manager at Jackson Correctional Institution (JCI). He also served in this capacity at KMCI and OSCI. Humphreys has been Deputy Warden at CCI since May 2005.

In the DOC, Humphreys is a member of the Unit Manager/Labor committee and the Program Management Council. Bob also provides multi-disciplinary team training to new Division of Adult Institution employees.

Humphreys graduated from Campbellsport High School and attended classes at the University of Wisconsin-Fond du Lac and Moraine Park Technical College. He is a licensed social worker. He and his wife, Karen, reside in Fond du Lac and have two adult children.

Humphreys succeeds former RCI Warden Quala Champagne, who became Administrator of the Division of Community Corrections in late October. Dan Buchler, Warden of the Racine Youthful Offender Correctional Facility, has been leading RCI as Interim Warden during this time.
