Assistant Regional Chiefs Take Helm of Two Regions in
DOC’s Division of Community Corrections
MADISON – Department of Corrections (DOC) Secretary Matthew Frank
announced today that he has appointed DOC leaders to oversee two of the
agency’s eight Division of Community Corrections (DCC) regions that
supervise offenders on probation, parole or extended supervision. Rose
Spaar has been named Chief of the DCC region spanning the Green
Bay-Appleton-Oshkosh corridor, and Lisa Kenyon has been appointed Chief of
the Southeast Wisconsin region including Kenosha, Racine and Walworth
counties.
“Lisa Kenyon and Rose Spaar not only bring extensive experience in
community corrections to their new roles, but they also have built and
strengthened ties with local law enforcement agencies, community
providers, victim advocates and other key partners that help our
Department fulfill its mission of public safety every day,” Secretary
Frank said. “Their leadership will further promote enhanced safety in our
communities by holding offenders accountable and encouraging them to take
personal responsibility to become productive, law-abiding citizens who do
not commit new crimes.”
Kenyon began her Corrections experience in 1992 as a Probation and
Parole Agent and advanced in 2000 to Corrections Field Supervisor. In
2004, she became Assistant Regional Chief of the Kenosha-Racine-Walworth
region. Kenyon has been involved in a variety of internal groups: DOC
Re-entry Committee – Partnerships Subcommittee Chair; Program Management
Council Representative; Sex Offender Cross Divisional Team; DCC Handbook;
and Ledger Committee. Kenyon also represents DCC on Community Advisory
Boards and has been active in other groups, such the Rock County Law
Enforcement Association and Carehouse Coordinating Committee. In addition,
Kenyon has been a Trainer for Sex Offender Supervision and Special
Bulletin Notification, and she has been involved with coordinated intake
requirements for Rock County. Kenyon earned a bachelor’s degree from the
University of Wisconsin-Platteville. She replaces former Regional Chief
Terri Lee Danner, who has retired.
Spaar began her Corrections career in 1984 as a Social Worker at the
Drug and Alcohol Correctional Center in Winnebago County. She became a
Probation and Parole Agent in 1988, and advanced to a Corrections Field
Supervisor in 1992. In 2000, Spaar was appointed Assistant Regional Chief
for the Region she now leads as Chief, including Brown, Calumet, Door,
Kewaunee, Manitowoc, Outagamie, Waupaca and Winnebago counties. Spaar’s
involvement with internal groups includes: DOC Re-entry Steering Committee
– Unified Case Plan Subcommittee Chair; Agent Hiring Workgroup; Leadership
Training Series Program Development and Oversight Committee; and
Operations Manual Committee. Her external involvement includes memberships
on the Brown County Community Relations Board, the Governor’s Call to
Action - Prevention of Child Abuse Steering Committee, National Institute
of Corrections Communications and Audit Committee, and the Portage County
Justice Coalition. She also has been instrumental in the development of
the new Circles of Support Program in collaboration with the Oshkosh
Correctional Institution. Spaar earned her bachelor’s degree at UW-Stevens
Point. She replaces former Regional Chief Jim Miller, who has retired.
Kenyon and Spaar began their new appointments Oct. 16.
