The DOC shall within available resource constraints take reasonable
steps to continue providing Limited English Proficiency (LEP) offenders
in its custody, or under its supervision, meaningful access to vital
documents, important information and health services and to ensure they
are not precluded from accessing or participating in important programs
or proceedings, including those which may affect the duration and
condition of their confinement or favorable classification.
The DOC shall not retaliate against any LEP offender for requesting
such access. The DOC does not prohibit communication in languages other
than English, either by policy or practice, except where security
practices require.
