Secretary Frank appoints new Wardens to oversee two
prisons
Lundquist to lead New Lisbon Correctional Institution
Mitchell to lead Racine Youthful Offender Correctional Facility
MADISON – Department of Corrections Secretary Matt Frank today
announced the appointments of Timothy Lundquist as Warden of the New
Lisbon Correctional Institution and Floyd Mitchell as Warden of the Racine
Youthful Offender Correctional Facility. The appointments go into effect
May 14.
“I am extremely pleased that Timothy Lundquist and Floyd Mitchell are
moving to these leadership roles,” Secretary Frank said. “Both have a
great deal of experience in the corrections field, and their backgrounds,
perspectives and talents will be tremendous assets to both institutions.”
Lundquist has more than a quarter-century of experience in state
service and is currently the Deputy Warden at Kettle Moraine Correctional
Institution. He has moved through the ranks, starting as a Correctional
Officer and moving to Sergeant, Lieutenant, Captain and Unit Supervisor in
both medium- and maximum-security institutions. He also held the position
of Unit Supervisor and Interim Deputy Director at the Wisconsin Resource
Center. In addition to his security background, Lundquist has broad
experience in offender treatment programming, and he currently is Co-Chair
of the Religious Practice Advisory Committee. He replaces former Warden
Cathy Farrey, who retired earlier this year.
Mitchell’s DOC career dates to 1990, when he started as a Youth
Counselor at Ethan Allen School and promoted to Supervising Youth
Counselor in 1993. In 2001, Mitchell transferred to the Milwaukee Secure
Detention, where he was First Shift Commander, Administrative Captain and
Security Director. Earlier this year, Mitchell promoted to Superintendent
at Felmers O. Chaney Correctional Center. Mitchell is a member of the
Division of Adult Institution’s Administration Management Council, the
Security Internal Management Procedure Committee, and he has served on
other DOC committees. Mitchell will replace Warden Dan Buchler, who is
retiring.
“I am confident Timothy Lundquist and Floyd Mitchell will be fine
leaders, promoting our agency’s mission of public safety through the
successful management of offenders in our custody at these two
institutions,” Secretary Frank said. “We have more inmates in
medium-security than in any other custody level, and both individuals have
experience that will add much value to these facilities, our agency and
the state.”
