INSTITUTION MISSION STATEMENT
1) The protection of society and rehabilitation of the offender; 2) To provide custody and care of a select group of adult male offenders incarcerated by law from society for a period of time; 3) To create an atmosphere or climate which restores the dignity of the individual and provide optimum opportunity for positive behavioral changes; 4) To introduce and develop correctional programs that will be treatment oriented to the highest possible degree: and; and 5) To provide a meaningful work release program and community service opportunities for qualified minimum security inmates aiding the reintegration to society. FLCI operates under a responsible living concept. Inmates are expected to take responsibility for their own behavior; and with guidance, develop and accomplish productive goals that will help them transition to minimum custody and ultimately a positive reintegration into the community. Upon arrival at FLCI, inmates are informed we believe courtesy is
contagious and attitude is everything. Cooperation with staff and other
inmates is the key to a successful stay. That cooperation, coupled with
a wholesome work ethic and honest effort will help inmates to lead
productive lives both inside and outside of the institutional setting. SPECIAL HISTORICAL NOTES AND OTHER INSTITUTION INFORMATIONThe Fox Lake Correctional Institution in Dodge County is the first medium security institution in the United States managed under a responsible living no pass system concept. FLCI is located about nine miles west of the city of Waupun. The institution is situated on an 85 acre plot of land surrounded by approximately 1200 acres owned by the State of Wisconsin. The structure consists of an Entrance Facility/Armory, Administration Building, Chapel, Food Service/Stores Building, Health Services and Academic Education Building, Nine Housing Units, Recreation Building, Garage, Industries and Vocational Shops Building. Six of the Housing Units are designed for 96 single rooms, but those units currently have 52 rooms doubled to meet the population demands. Inmate rooms have regular doors and windows. Inmates are permitted scheduled movement within the institution and rules are intended to help individuals live together in an orderly manner.
