The John C. Burke
Correctional Center (JBCC) is named after the late John C. Burke who was Warden of the
Wisconsin State Prison from 1938 to 1969. Warden Burke had an illustrious career, which
saw many changes in how Corrections viewed its mission over the years. Warden Burke is
credited with a number of major accomplishments, including establishing a disciplinary
court system and developing the inmate classification system.
The forerunner of the John C. Burke
Correctional Center was the Minimum Security Bunkhouse which at one time was
administratively attached to the Waupun Correctional Institution. The Bunkhouse was
separated from WCI in 1988 when it became part of the Wisconsin Correctional Center System
and remains part of that system today.
The State broke ground in 1989 and JBCC
was completed in July of 1990. For approximately ten years, the Center housed minimum security
male inmates. The Center transitioned from a male facility to a female facility in October
2000. The Center is located inside the city limits of Waupun on Business 151 which is also
Madison Street. The facility is situated on a site consisting of 12 acres and is a
self-contained facility providing rooms for 250 females. All programs and public areas are
handicap accessible. Rated capacity is 250, and emergency capacity is 280.
The Center employs over 50 staff. They
range in classification from; food service, maintenance, social service, work release,
security, administrative, health services and clinical.

- Stable employment
- Stable residence
- Alcohol/drug treatment
- Strong family ties
- Cognitive/behavioral intervention
- Education attainment
The Center focuses on these critical
success factors by providing the following programs and services to inmates:
- Work release
- Community Service Project Crews
- Education
- Programming
The Center acts as a "gateway for
inmates moving from secure to less secure incarceration as well as for those offenders
being returned from the community in the "Alternative to Revocation" Program.
