The John C. Burke Correctional Center (JBCC) is named after the late John C. Burke who was Warden of the Wisconsin State Prison from 1938 to 1969.  Warden Burke had an illustrious career, which saw many changes in how Corrections viewed its mission over the years.  Warden Burke is credited with a number of major accomplishments, including establishing a disciplinary court system and developing the inmate classification system.

The forerunner of the John C. Burke Correctional Center was the Minimum Security Bunkhouse, which at one time was administratively attached to the Waupun Correctional Institution.  The Bunkhouse was separated from WCI in 1988 when it became part of the Wisconsin Correctional Center System (WCCS).

The State broke ground in 1989 and JBCC was completed in July of 1990.  For approximately ten years, the Center housed minimum security male inmates.  The Center transitioned from a male facility to a female facility in October 2000 and in 2005, supervision of the center was transferred from WCCS to the Wisconsin Women’s Correctional System.  In November 2011, JBCC was converted to a minimum security male facility again under the supervision of WCCS.  

The Center is located inside the city limits of Waupun on Business 151, which is also Madison Street.  The facility is sited on 12 acres.  It has a rated inmate capacity of 250 with an emergency capacity of 280.   All public areas are handicap accessible.

Over 50 staff are employed at the Center.  Staff classifications include food service, maintenance, social services, security, administrative, teacher, health services and psychological services.

JBCC focuses on the provision of the following services to inmates, the Department and the local community:

·         Institution and Bureau of Correctional Enterprises Work Assignments

·      Community Service Activities

·      Community Project Crews and Work Release

The Center acts as a "gateway” for inmates moving from secure to less secure incarceration.  It also houses inmates who are in transition to other minimum security facilities in Wisconsin.
