Office of Legal Counsel

The Office of Legal Counsel provides legal advice and counsel to the Department and its Divisions on matters relating to departmental policies, procedures, rules and litigation.

The legal staff represents the Department before various state and federal courts, administrative boards and commissions. The staff assist in the development and implementation of statutes, administrative rules and policies governing the Department. Legal Counsel provides opinions to staff, judges, district attorneys and other community agencies on the Department's interpretations of legal issues and correctional policies. 



Office of Detention Facilities

The Department of Corrections has statutory responsibility for the regulation and oversight of all local detention facilities, including county jails, houses of correction, secure juvenile detention centers, unlocked Huber facilities, work camps and municipal lockups. Through the Office of Detention Facilities, the Department establishes reasonable standards for the design, construction, repair, maintenance, operation and management of these facilities. Regionally located staff conduct annual inspections of each facility, provide technical assistance to local jurisdictions, training to jail staff, and coordinate a variety of efforts to assist sheriffs, police chiefs and other local officials in the operation and management of their facilities. The Office also investigates complaints, deaths, suicides, and other unusual incidents which occur in local detention facilities.

Legislative Liaison

The legislative liaison provides legislative policy analysis for the Department of Corrections. She serves as the principal advisor to the Secretary in the analysis and development of legislative proposals. This position also functions as liaison with the legislature, Governor's Office, other governmental agencies, and professional associations involving legislative matters.

The Public Information Director administers the Department's communications and public relations program and provides information on Corrections' policies, initiatives, goals, and objectives to various audiences including staff, the general public, executive and legislative branches, key media resources and local governmental bodies.


Reentry Director

The Reentry Director coordinates the agency's efforts to improve community safety by improving the process for the return of inmates to the community after they have completed their prison sentence. The Reentry Director oversees the Department's Reentry Initiative, promoting offender accountability and success from prison admission through release and supervision into the community.

Prison Rape Elimination Act (PREA) Director

In accordance with state and federal legislation, the Wisconsin Department of Corrections (DOC) has a formal program devoted to eliminating sexual assault involving staff and/or offenders in its institutions. DOC hired a full time PREA Director in March of 2007. The PREA Director has oversight responsibility of PREA implementation in DOC and oversees PREA investigations conducted for the Department, local and county jails, lockups and detention facilities.

Reporting to the Department Secretary and Executive Assistant, this position serves as the policy advisor for major departmental initiatives that have substantial and politically sensitive impact on the agency and those it serves. The position holds the key responsibility for complex policy and rule-making development, management of key issues, analysis of legislation and for analysis of other factors affecting the implementation of major departmental initiatives. It establishes and maintains a cohesive department wide grant writing activity to ensure increased grant funding to the Department and limited interdepartmental grant competition. Additionally, the position serves as an executive-level representative and liaison for highly complex and sensitive issues involving interactions with businesses, the public and governmental officials at all levels, including the Legislature.
